I am checking my GCMS notes, it has Eligibility 1 : Recommend Passed Eligibility 2: In progress

So, it is not at all clear which Eligibility they are referring to.
All I know is that they are failing with their BOWP concept where they say that BOWP was launched to help prospective candidates not to loose job and leave country till they wait for the decision on their PR. I am still waiting for the decision no matter what but I was not granted a BOWP.

The status of eligibility 1 is the most recent update on the eligibility assessment.
There is no eligibility 1 and eligibility 2.
So, your eligibility has been passed.

You are right!

Eligibility 2 was "not started" in Aug 2014 and in Feb 2015 Eligibility 1 was set to "Recommend Passed".
However, on the first page, under Assessments:

Eligibility was still "In Progress"
Security: "Not Started"
Criminality: "In Progress"
Medical: "Passed"




Below was the rule in CICs website before Dec 1st, 2015:

"Determining if a Positive Eligibility Decision has been made

For the purposes of determining if a positive eligibility assessment has been made, the processor will review if the Eligibility Assessment value is set to “Passed” in GCMS. If this decision has not been entered yet, for the purposes of this Operational Bulletin (OB), a “positive eligibility decision” will also be considered made when it is confirmed in GCMS that:

FSWP: the “Ministerial Instructions” status has been set to “Met” or a positive Final Determination of Eligibility letter/ e-mail has been sent.

PNP: the “Eligibility EC-QC/PNP” status has been set to “Passed” or the Acknowledgment of Receipt letter/e-mail has been sent by the Centralized Intake Office (CIO).

CEC: the “Eligibility CEC” decision has been set to “Passed” or the Acknowledgement of Receipt letter/e-mail has been sent from CIO.

FSTP: the Acknowledgement of Receipt letter/e-mail has been sent from CIO."

So, reg. my PR application, the Eligibility Type CEC was set to "Recommend Passed" in Feb 2015.

I still think that the officer has made a mistake.
I would call CIC as soon as possible and tell them that you think the officer has mad a mistake as your documents were complete.
If you are lucky sometimes call agents are friendly and very helpful.

The operational bulletin you are referring to is expired. It should say on the top of the operational bulletin.

HI I think so, but the only question is when did this bulletin expire and why did they apply the new rule to applications that were submitted before the rule.

No i did not withdraw.. i got COPR mid of Nov and i have trip next week.. so i was not expecting to get PR card before that.. thus i am delaying my landing and will do on my way back from the trip.. needed BOWP extension to maintain legal status in Canada.

Applicants may now submit their bridging open work permit (BOWP) at the same time as their application for permanent residence. Once the completeness check has been performed, the application for a BOWP will be processed. BOWP applications received before the completeness checks have been performed will be held until they are ready to be processed.

You will be in Implied statut until they start processing it. Your application won't be rejected if your positive eligibility decision hasn't been made :D
