I don’t think that a delay means your file is rejected, my timeline is almost the same as yours (check my signature) and I’ve also not received a decision as of yet. But people from India who recently gave their biometrics received a reply regarding their file in the past 2 days. We’re all just waiting rn hopefully we’ll get an answer soon, don’t worry too much about being rejected without a proper reply from the IRCC.But some of my friends got their visa in 20-30 days. BVL is the Biometrics Validation Letter which states that your biometrics are valid for 10 years from the date you submitted it, since you gave your biometrics before I’m assuming you received such a letter when you applied for the visitor visa, although I’m not so sure if you need to get another one since this is my first time applying for a study permit I’m not well versed in what should happen, someone more knowledgeable will be able to help you.What is BVL ?
I just get two updates about my status in gckey.
One on 9th May 2021 of medical passed
Other on 12th May 2021 of biometric number update as my biometric r done in 2020 while applying for visitor visa.
After that I didn’t get any update
Is I got one more update of BVL Nd if yes when I got that ?
No, you can only be sure once you get the decision. Back some time if you receive bvl and no decision along with it, then in most cases it was ppr and usually the rejections was issued along with bvl. Now it is unpredictable, you can only be sure once you receive the decision.Nd if I get this BVL now than it’s sure that I got ppr ?

Will have your address on top left and the embassy address on the bottom left.Is BVL a letter format or what?
