of course this is upper limit, i.e., our case are sure to be processed by this time (by sure I mean our cases belonging to the 80% basket not the 20% ones, in which case they would be delayed further)
The million dollar question is would processing be faster this year or slower ... it would be faster if the effect of reduced 10,000 cap (down from 20,000 cap) is stronger than the new post-June-2010-pre-July-2011 backlog this year ... slower the other way around
