A Canadian TRV is one of the harder ones to get in my observation, even harder than a US tourist visa. Since it’s mostly based on documents. What usually works is “show, not tell”, that’s why we advise people to have good jobs, good bank accounts, and good travel history to visa-required countries.
Now, if you’re willing to take the hit ($185 + refusal in your records), you can certainly try to apply the one time...be honest about your partner and explain in the letter you have no intention to migrate to Canada, that it’s just a way to try to strengthen the relationship. There are sometimes officers with sympathetic hearts who would still approve similar cases. Not saying it will work for sure...it is a very small chance if you’re willing to take it.
If you do do that and get refused, you shouldn’t apply again until a significant change occurs.

It’s a good thing you asked questions first before applying. You really have to prepare well for a TRV application.
wow how come he got approved without properties, no travel history.. so lucky.
i don't want to waste his time preparing for requirements and money for sending the papers and notary. because I'm 100% sure my application would be denied. i screenshot all these conversations here and told him that marriage is the easiest way but I'm not sure if he is ready to get married haha we'll see if he will visit again in ph or we will meet in another country.. thank you
