I got my refund, but I don't think will get approval or update soon. My AOR August 28 and its only 38%.

My Application got approved today and got COPR

Congratulations! It is a good sign that someone is getting COPR.
I have also got refund for Biometrics on Nov 4.
Biometrics status : Completed on Oct 09
AOR: April 04
As per the IRCC agent, application is approved, however, status still shows InProgress in the CIC portal.
No COPR yet.

I think they may have processed a batch refund, seeing how many people got it refunded on Nov 4. I see on my credit card statement it showed up today but marked as Nov 4.

My biometrics isn't even marked as completed (still "we have not received...:"), so I'm not sure if this is a good sign that I received the refund.

You are inland applicant or outland applicant? I want to know if IRCC has your previous Biometrics and so its exempted or they have exempted biometrics for all.
Actually my wife's biometrics is exempted and mine is not , I am waiting for a call from Service Canada for an appointment.

My Biometric fee got refunded back to my account November 4 but I haven't received COPR as yet. So I'm assuming that my application will be approved soon.
