Exactly, everyone is free to share their opinions on such forums. However, don't you think it's ironic for you to use the same forum to 'share your observation' about people speculating, hoping...etc.?

Minister can announce dates of one or more of the following:
  1. Physical presence in Canada requirements will be reduced to three out of five years.
  2. A portion of time spent in Canada before permanent resident status will count towards residency requirements.
  3. Age range for language and knowledge requirements will be reduced to 18-54 years old
Most Bullish/Most optimistic/Best Scenario:
1,2 and 3 becomes effective on 4th Oct itself!

Second most Bullish/Second most optimistic/Second Best Case Scenario:
1,2 and 3 becomes effective before thanks giving!

Third most Bullish/Third most optimistic/Third Best Scenario:
1,2 and 3 becomes effective before Halloween!

Fourth most Bullish/Fourth most optimistic/Fourth Best Scenario:
1,2 and 3 becomes effective before Christmas!

There is no bearish/pessimistic/worst case scenario because the looming question is "when", not "if"

To clarify: The changes are not becoming effective before Thanksgiving. Thanksgiving is October 9th. The changes become effective on October 11th.
