I think you are overthinking it. I doubt they are planning that much or that far, they simply do not care and are taking their time with a bill that is probably the least important on their plate. I just hope people learn from this experience, and remember this when they are voting in the next and future elections. I like this idea and was also thinking this way back logs could be regularized ...
