I never said all citizens will abuse it. However unlike the new citizenship limits, you can't abuse it. No way to do it. Very cut and dried. No gray area for potential of abuse.
Take for example the EI system. Do you agree when a person who habitually work one year then collects EI for 6 months, then returns to work and repeat it over and over, is someone who is abusing the system? Did I say everyone on EI are abusing the system? No. As long as there are rules or system, there are always a few scamming the system. Both employers and employees are taking advantage of the system. Some employers "fake" lay off employees so they can collect ei benefits while working for "cash" for the same employer.
So when you start introducing rules for citizenship of decent to gain ability to pass on citizenship, there is going to be someone out there to scam the system. Take a look at all the crooked consultants helping others gain citizenship / maintain PR status. You can bet there are going to be some who will also scam the rules for granting "citizenship by descent" ability to pass on citizenship.
So that said, if one were to introduce rules to allow citizens by descent to pass on citizenship, it has to be rock solid. No way to abuse it. So until such a rule can ensure no way to abuse it, it is best to leave the new citizenship limitation rules as is.
