This is unfortunately not correct. Some admin of the parliamentary IT sorted the bill into the wrong bucket in the online database and now all these online services like openparliament and so on that depend on that database show the wrong status.

The bill is still before the Senate.

@spyfy, you're correct. It's just got changed back to "Considering amendments (Senate), as of June 13, 2017"
 
14:53 they are at number 1. bill C-4. Bill C-6 is number 2. on the list.

I find discussion about the C-4 and its flow very similar to the C-6. Senator sponsoring C-4 presents reasons why to accept the message from the HoC. She mentioned request for vote earlier in her speech.
15:12 She asked for voting on C-4, and is now answering questions.
15:15 C-4 debate started - we are listening to philosophical discussions about role of HoC, Senate, prime minister, etc. Of course topics related to the C-4 are not discussed.
15:23 they suspend the discussion and will vote on C-4 at 15:53.

So can I send my application with the 3/5 status the next week or I have to wait ?

No you can't. All the forms will change. Even when this bill passes, you will have wait several months before the new rules take effect. Even in the most optimistic scenario it will take CIC several weeks to change the forms and implement the new rules.

Do you know how late they usually hold meetings til?

Unfortunately no... The transaction clauses say that the old rule still applies to applications received before it comes into effect. Say 3/5 rule comes into effect at YYYY-MM-DD, 4/6 rule applies to all applications received before YYYY-MM-DD, even if C-6 has passed and received royal assent.

I have a question to all the members who have mentioned that C6 will becomes law tomorrow.. What is the source of it? is it coming from some verified source?

If they are voting for bill C-4 now , this is considered a very good indication how fast they are going although the HOC rejected all the amendments and yet they manged to vote in the 2nd sitting

Hopefully C-6 will follow the same path
 
15:55 they are voting on C-4 now. To accept the HoC decision, and not to insists on Senate's amendments. Situation very similar to C-6.
16:00 They accepted HoC decision on C-4.
16:01 They skipped C-6 and moved to the C-16.

FYI,
C-4 waited untouched in the Senate since May 30, to be discussed and voted today.
C-6 waits in the Senate since yesterday June 13.
