On the one hand, with Bill C-24, they alienate the already available skilled workforce who have strong ties in Canada (most of them lived here for many years in the pre-PR period), on the other hand, they propose to bring skilled workforce who have no ties with Canada. I don't think I can understand this logic.
There is only reasonable explanation: the government have an agenda of discouraging existing PRs from staying in Canada and stripping massive numbers of 'second class' citizens from citizenship as they think those who are outside of Canada are more skilful and they should replace the existing PRs. In the future those who come here with express entry can be sent out as well because they will have second class citizenship too.
