CV User, the test still has the same difficulties as it has before, however CIC has reduced the points by .5 in some and increased in listening. You still has to get those points to get highs but now you can do little more mistakes in reading, speaking and writing and less in listening.

Hello, this is a decade old thread, yet I find the question pertinent to my situation, permit a revival. I have just a high school diploma from India & thus am unable to score the qualifying 67 points. I have discovered, I think, the following routes to the PR that are outside the scope of the 67 qualification:
1. Rural and Northern Immigration Pilot, which requires a high school diploma as the minimum qualification;
2. There appear to be investment routes, (not official streams though), one Canadian law firm has "WP2PR" (work permit 2 Permanent Res.);

If you are aware of official streams to the PR for someone who has only a non-Canadian high school diploma and is below 67 points, please reply: it would be received with the utmost gratitude.
