I have received a letter dated September 28, 2011 saying:
"You have met the requirements for eligibility as a sponsor. Accordingly, the Application for Permanent Residence for your relative has been forwarded to a visa office abroad for further processing".
then they proceeded to say if I needed any information to contact the visa office by email, fax or in writing and then they listed the Beirut Embassy contact information.

Whoa!!!! what a discovery!!!!!!!!! Are you saying the your file has been forwarded to Beirut straight away???? Have you ever ordered CAIPS?

there is no mention to Damascus in the letter whatsoever.
but on the checklist of the immigrant application there was an option to choose between Damascus and Beirut as 1- point of contact office, 2- in-person interview office.
So I checked Beirut in both cases!!

Ah I see, so this could be your contact office at the time because as far as we know Beirut wasn't processing immigration files back then; the only way to find out for sure is for u to order ur CAIPS.
 
How long does the CAIPS take though? Do you know?
