In background declaration form, 2 checkboxes are to filled as Yes or No.

1. Been refused visitor visa?
2. Been refused admission to Canada?

Are they similar?

My visitor visa was rejected.

They are different. If you have applied for visitor visa before and was rejected, then tick Yes and select #1.

Being refused admission is when they turn you away at the border.

Pardon me but I think you are referring to question no. 6 (e) of IMM 5669. Been refused admission to Canada has nothing to do if you applied for a visitor visitor visa before and was rejected. So choose, NO, unless otherwise as what MilesAway have mentioned about being refused admission
