Authorization to travel to Canada refuses

hello
I have a visit visa to canada and my wife and my children is in canada with study permit. I send to CIC to get a written authorization to travel to canada to support my family and I will stay there 21 days . But they refused 2 times. The reason that"Your travel is not considered to be non-discretionary. "
Please how can i know the reason , by order GCMS notes?
And what is the reason that make CIC accept to travel and visit my family?

Unfortunately due to covid there Isn‘t a way to visit them. If you were permanently relocating with an SOWP you likely would have a better chance.

You will have to wait until travel restrictions ease. Do you have a SWOP filed or have thought about relocating to Canad?
