My mother got the following reply after she submitted a travel exemption for being a fully vaccinated family member to expedite her Super Visa application. As of September 7, fully vaccinated travelers can travel to Canada even for discretionally purposes. I am not sure why they denied. Any advise?

Your request to be exempt from the current restrictions to travel to Canada has been refused under the Order in Council, Minimizing the Risk of Exposure to COVID-19 in Canada Order (Prohibition of Entry into Canada from any country other than the United States).
Based on our assessment of the information you provided and the information in our system, we have not found that you meet the immediate family member exemption. In particular,
- you have not established that your reasons for travelling are non-discretionary or non-optional.
- The travel restrictions apply to all travel of an optional or discretionary nature, such as tourism, entertainment or recreation.
Please note that if you meet the exemption for fully vaccinated travellers, you don’t need a written authorization to travel to Canada. Effective September 7, foreign nationals who qualify for the fully vaccinated traveller exemption can enter Canada for discretionary travel.
If you already possess a valid visitor visa (TRV) or electronic travel authorization (eTA), this refusal has no impact on your travel document, and is solely a refusal of your request for written authorization which you require to travel to Canada while the travel restrictions are in place. If you do not already have a valid TRV or eTA and have applied for a travel document, this refusal for written authorization does not have an impact on the processing or on the decision rendered on your TRV or eTA application.
You should not plan or undertake any travel to Canada if you are not exempt from the restrictions, as you may be prevented from boarding your flight and/or entering Canada.
