you have to follow the steps outlined here as your fiance counts as an extended family member.

To be eligible,
all of the following must apply:
- You’re an extended family member of a Canadian citizen, person registered under Canada’s Indian Act or permanent resident.
- You’re staying in Canada for 15 days or more.
- You have written authorization from Immigration, Refugees and Citizenship Canada (IRCC).
You must also have a
quarantine plan that shows how you’ll quarantine for 14 days when you arrive in Canada.
This plan is mandatory.
Extended family members staying for
less than 15 days must be travelling for a non-discretionary purpose.
If your relationship is with a Canadian citizen, person registered under Canada’s Indian Act or permanent resident
You must be
- in an exclusive dating relationship, have been in the relationship for at least 1 year and have spent time in the physical presence of that person at some point during the relationship
Step 1: Your family member downloads and fills out the application for authorization and statutory declaration form
The person who is the Canadian citizen, person registered under Canada’s Indian Act or permanent resident, must download and fill out this form:
Step 2: You sign the declaration
Your family member in Canada
sends you the filled out application for authorization and statutory declaration (IMM 0006) for you to sign.
After you sign the form, you
send it back to your family member in Canada. You can print the form and sign it or sign it electronically.
Step 3: Your family member signs the form by solemn declaration
Once you’ve sent the form back to your family member in Canada, they must sign the form by solemn declaration.
This is done in front of any
Canadian official who is legally authorized to receive a solemn declaration, such as a
- commissioner for oaths
- justice of the peace
- lawyer or
- notary public

Make sure you include
- your full name
- your date of birth
- if you have an application in process
- how you applied for your visa (online or by paper)
- your application number and unique client identifier (UCI)
- your passport number
- a detailed reason for travel
- the dates you plan to travel
- where you live now (current country of residence)
- your supporting documents to show you’re eligible to travel to Canada at this time (for example, the application for authorization and statutory declaration for extended family members)
Make sure you email us all required information and supporting documents
in one email only. If you send us multiple emails with different information, your request will be delayed and may be refused.
We’ll contact you within 14 business days of getting your
complete request for written authorization if you want to travel as an
extended family member of a Canadian citizen, person registered under Canada’s Indian Act or permanent resident or as an
immediate family member of a temporary resident in Canada. If your request is missing required information, it may take us longer to respond.
Since your fiance already has the visa, you have to follow above steps fill, sign and notarize the form, and send the form along with the above information to the email address and wait for an answer.
My bf didn't have the visa so I followed a different process. Notarized form sent as proof of relationship, but they asked for more evidence ie pictures trips etc. It's all individual and depends on your situation and what they ask for. They do not want to see the word visiting my fiance or anything like that. The reason must be essential, like reuniting with my fiance. If you put anything that suggests you are just coming to visit during this time, or even use the words visit, you will likely get rejected. Good luck!
