Managing expectations! If they tell the MP its 1 week and they tell you that, then you can come back in a week again, and the MP would bother them again. This way, they give themselves some time to process everything. Besides, you are already in PPR stage, so I wouldn't worry too much. My thought again is that this is just inter-governmental agency relations typically seen in the public sector (speaking from experience). Give it some time. Plus, based on your timeline, it seems that the 13 month processing average would be in September for you - also the initial estimated completion date I assume.
