You can find the photo specs in a link embedded in your PPR email. If not, here it is (scroll down a bit):
http://www.cic.gc.ca/english/information/applications/guides/5445ETOC.asp#appendixB
I put all my docs (and a self-addressed prepaid Xpresspost National 31.8 cm x 24.1 cm return envelope whose tracking number I noted down) in a generic envelope and took it to the post office where they simply put the Xpresspost sticker on it and then it was on its way. I also put extra details on the mailing label of the outbound envelope (like my UCI and Application #) to make life easy for the receiver. I did NOT ask for signature on delivery because I was mailing to the PO BOX address; but surprisingly, when I checked the tracking, the mail was signed for upon delivery at CPP-O's PO BOX address.
Basically I included a cover letter (not mandatory, but I try not to send documents without one) that listed all the docs in the outbound envelope along with my details (like UCI & Application #), the PPR email print-out, the RPRF payment receipt, the completed Biodata form, the photos and oh yeah, the passport itself.
That was it basically. Hope this helps. Good luck!
