You have a problem, buddy...Federal program explicitly states that it is intended for persons who intend to reside outside of Quebec. You may want to consult with a lawyer regarding what you can do - unless you can provide a substantial evidence that you are going to move outside Quebec as soon as you get PR , your chances are not so good.mkapadia said:Just received my GCMS notes. I think they may. Yea - mkapadia - That is very clear from the CEC application guideline. Its one of the very basic criteria that you will not be living in Quebec. Even though you have been, if your firm confirms that it will easily transfer you, that might help. But that kind of letter needs to be brought into CIC's attention pretty fast.sashali78 said:I think they may. Since you are outside Canada, you will need help from a friend in Canada.

Your friend will need to upload a copy of his license or any document with Canadian address. You will have to fill an authorization form - so that CIC can disclose your info to your friend. All forms are available from that link.
I'm not 100%, but i guess you (or your friend) will need to pay $5.

Thanks InfoSeeker12 and sashali78. I am prepared to move outside quebec anytime provided I have a PR. CEC guidelines do not talk of any docs/proof requirement on this matter. All they mention is the plan to move outside quebec. So instead of upright rejecting the application, they should have provided an opportunity to the applicant to prove the matter upfront during application or landing. Will seek for lawyer's help. If I were you, i'd take few hours off from work tomorrow morning, sit with a lawyer (not a consultant..but an immigration lawyer, they are more costly yet more informative) and discuss options. just thinking loudly, but confirm with lawyer if CIC will accept your application if you guarantee them that you will move out of Quebec as soon your PR is confirmed. And you will either transfer to your current employer's Toronto office, or you will find another job in Toronto.
But personally speaking, are you mentally prepared to leave Quebec once your PR is confirmed - or you want to continue working there?
