but i am not in canada i am going to apply from outside of canada new zealand

The AIPP you do not have to send your WP application to your home country visa office. They are specific Visa office in Canada that you can send it too. Check cic.gc.ca website for the office.

Jun 4, 2019 - work permit, under the program, foreign nationals must submita paper-based work permit applicationto a visa application centre (VAC) overseas or to the Case Processing Centre in Edmonton (CPC-E) if they are eligible to apply for a work permit from inside Canada. Foreign nationals applying for a work permit under the AIPP are not eligible to apply at a port


this what i found in cic so what i understand that i will be eligible to send my application to edmonton if i am applying from inside canada not outside thats correct

My vfs office took th paper application without any problems. This was before Corona , not sure if it changed but I really doubt it since it‘s written that aipp is paper based.

did you apply for work permit inside of canada to Edmonton?
and also have you done biometrics too ?
My lawyer said I have to apply for work permit outside of canada as paper based eventhough im in canada because of biometrics.

I was in canada and i sent paper based application to edmonton and yes my biometrics was done when i apply for PR. Those biometrics worked
