"Spouses, partners, and dependants are now able to apply for and receive an open work permit as soon as they submit a complete permanent residence application under the spouse or common-law partner in Canada class (SPCLC) or other family class programs. "

The whole issue is low trv approval rate.Not sure how these policies will improve those

Did you get a TRV approval already? I also confused by this satement at the beginning and thought we can get SOWP approved without being in Canada. I checked with IRCC in FB and This is what they replied to me.

"Hi. Sponsored spouses and their dependent children are eligible to apply for an open work permit under the temporary public policy. The principal applicant (the spouse) must have submitted a complete spousal permanent resident application (in-Canada or overseas), have a valid temporary resident status and have the same residential address as their sponsor in Canada. Applicants must apply for this open work permit separately from within Canada. Dependent children must also meet certain requirements. "

"You can apply for a TRV at any time as long as you are eligible. Those with spousal sponsorship applications in process can now expect to have their TRV application finalized in about 30 days, in most cases. Processing times can be delayed due to many reasons https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=074&top=3 There are no additional instructions for your TRV application. Apply using the normal instructions and indicate that you're coming to Canada to visit your spouse and that you are being sponsored by your spouse (eg that you have a PR application open): https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/apply-visitor-visa.html The Acknowledgement of Receipt (AOR) provides confirmation that we have indeed received your spousal permanent resident application. "

So, Just like in other posts for TRV discussion/sharing, For outland spousal applicant, TRV is the most important step from those requirement and getting SOWP should be easy once our spouse arrives in Canada. Hope this help.
