I called CIC on Friday and the agent said that My review of eligibility is still under progress (after 70 days) ! and my background check has not started yet (I am at IP1)
My Case Processing Centre he said though is Ottawa!! (I guess that is atleast a good sign)
My Question is that Does it make sense for Eligibility Review to still be under process after 70 days!! and if no then probably my file is just lying there considering its Ottawa its highly unlikely!!

true, but with myCIC, everything is sporadic. Cases of people getting stuck for weeks in IP2, while those in IP1 getting their PPR. It ain't over till it's over (but, i get what you are feeling).Sigh at least with IP2 you know your making progress
