What do you mean by a 3rd party channeler??? From as far as I know and read upon- I completed my fingerprints here in US and sent them to the FBI office here and I'm waiting on a clearance letter that I am supposed to send to the office in Canada. I hope that part was right! How does a channeler play into this?

The 17 months only means that 80% of applications are processed in 17 months
or less. In most circumstances, the processing times listed on the website are very inaccurate.
I submitted it with the application, but that was my choice. It's fine to send the application without the FBI check. Just write a letter to include with your application saying that you will forward it when you have it and explain the long processing times. A lot of Americans do this.

For about a year, the CIC didn't allow people to use reports from those contracted 3rd party channelers. Now, they're allowed again and depending on which channeler and what you pay you can get your request the same day, compared to the 13+ weeks from the FBI.
