My bring forward date is tomorrow and I know nothing will happen so not enjoying this,

One thing to notice is that ...in the last two Caips notes The Line which shows our B'fd date looks like

Paper file sent to PA ( put away, storage place for paper files) , File B'Fd to XXX on ---------2011

But Now its like : Paper file sent to MPR , File B'Fd to M1G on 22 May 2012

Now what is the meaning of MPR surely not visa officers name code, is it any department, or place what is this?

One more thing there is no line to request ECU for MR or PPT ( I wonder WHY), just B'fd date is there and pending MR—PPT-- RPRF written only
Seniors plz comment on this situation
MPR means Medical Process Ready

This is in response to your recent email enquiry to the Immigration Section of the High Commission of Canada in New Delhi.

An Acknowledgement of Receipt letter was sent to the applicants after their files were created in our office. Please note that if the online case status for a particular application shows that a decision has been made, processing has already begun on that application and it is currently awaiting further review.

Unless we have specifically asked an applicant to do so, he/she is not required to submit any additional documents at this time which are not listed in the Document Checklist (http://www.cic.gc.ca/english/pdf/kits/forms/IMM5612E.pdf).

Our office will contact the applicant to provide the additional supporting documentation if it is required for the further assessment of the application, including medical examination instructions. Requests will be sent when we require the additional information for each application, giving each applicant a reasonable length of time to respond. However, the issuance of further instructions, including medical instructions, and the finalization of the application may not occur until later in 2012, or after 2012.

Unfortunately, it will take longer to process federal skilled worker applications submitted under the first set of instructions (between 27 February 2008 and 25 June 2010) than originally projected. During this time, the department received applications for more than 425,000 people, and 144,000 of these have not yet received a decision as of January 1, 2012. This number represents more than twice the number of projected admissions under the federal skilled worker program in 2011.

Also, please note that if an applicant wishes to withdraw an application where the online case status shows that a decision has been made, the applicant is not eligible for a refund of the processing fees at this stage as processing of the file has begun.

Applications in the Skilled Worker category are processed in order of receipt. Each application is being processed in accordance with its place in the queue, based on the date on which the application and fee payment were received by Citizenship and Immigration Canada. Since the application is still within normal processing times, we are not able to provide any status updates.

Until we contact the applicant, the only information the applicant is required to provide us in order to update the application is:

- Change of address or contact information, including email address
- Change in family composition
- Request to withdraw the application
- Submission of an Arranged Employment Opinion approved by Human Resources and Social Development Canada
- Change to authorized representation

Processing times to finalization may vary depending on the number of new applications received and the individual complexity of each application. Applicants can check the status of their case on the CIC website by clicking on Client Application Status. For actual processing times of permanent resident applications in New Delhi for the last 12 months, please click here. Applicants may also refer to our website, www.india.gc.ca, for more information about processing times.

We trust that this information will be of assistance.

This means that prejuners will be issued MR after MI-4 comes into effect from July-11. Am I correct in interpreting this?

April 17, 2012, Minister Kenney announced two additional changes that will help transform Canada's immigration system. One proposed change would help CIC ensure FSW applicants meet current labour market needs. It would allow new rules set out in Ministerial Instructions to apply to people who have already submitted an application. For example, instructions could place a priority on a specific occupation, such as doctors, and have existing applications from doctors processed first, regardless of where they are in the queue.

A similar change would allow new regulations, once approved, to apply retrospectively to people who have already submitted an application. These changes would help ensure that immigrants are chosen based on Canada's current needs and priorities.

http://www.cic.gc.ca/english/department/media/releases/2012/2012-04-17.asp

Now category wise queue is a new queue system. In which category in demand will process first. I find out why they send letter to pre-june 2010 for wait 1 year, 2 year etc. There are lot of applicant in pre-june 2010 according to VO letter 144000 applicants did not receive any final decision. For example NOC 4131 status in Canadian Occupational Projection System graph.
http://www23.hrsdc.gc.ca/occupationsummarydetail.jsp?&tid=57
Projection of Cumulative Job Openings and Job Seekers over the Period of 2011-2020
Level Share
Expansion Demand: 10,922 21%
Retirements: 34,444 68%
Other Replacement Demand: 4,104 8%
Emigration: 1,505 3%
Projected Job Openings: 50,975 100%

Level Share
School Leavers: 21,802 64%
Immigration: 5,406 16%
Net Mobility 6,789 20%
Projected Job Seekers: 33,997 100%
They are selecting 5406(16% share in projected job seekers) applicants in next 9 years from NOC 4131.
Per year projection is 600 applicants and this is near about cap 500 of applications. The another thing which impact on immigration system is visa quota per year. So overall if they create new category wise queue system and priority first in first out and if this new rule apply on pre-june 2010.
New rule benefit is pre-june 2010 case process first then new case in same category. Loss is that there are lot of applicants so wait is long. So there are no chance to add old NOC under process in new 2012 list on 5 july. One another thing visa quota can give advantage to pre-june 2010.
Visa quota this year is 57000. So if this quota can not achieve from priority applicants then this may be achieve from pre-june 2010 applicants. This is the reason why they are not processing fast pre-june 2010 application.
Formule for estimate time according to new proposed rule :- How much time will take to process an application?
Start Queue Index + Applicant Queue Index / 500(Cap on Category) = Years

Hope they will process our application soon.
I suggest below formula for new list NOC only.
Formule for estimate time according to new proposed rule :- How much time will take to process an application?
Start Queue Index + Applicant Queue Index / 500(Cap on Category) = Years

If noc 4131 or another will add in list 2012 then it take benefits otherwise new formula for pre-june 2010 is ...
Start Queue Index + Applicant Queue Index / x(Cap on Category) = Years
Where x = total year Quota - total 2012 reserve applicants Quota / total OLD NOC in process

The Value of x increase if Total Yearly visa quota increase or Cap of new demanded category decrease. I am not sure what will be the value x but this is sure x = 600 per year for next 9 years otherwise Canada economy face loss in labour market.

Q. Why does VO write in CSQ letter "However, the issuance of further instructions, including medical instructions, and the finalization of the application may not occur until later in 2012, or after 2012."?

Ans. Assume 4131 pending applicants = 20000
Projection for next 9 years = 5406
Per Year Allowed = x = 600
Years for process all applicant = 5406/600 = 9 Years
Backlog = 20000 - 5406 = 14594

If they have plan like this then they should return all the balance application now otherwise they should give the visa all pre-june 2010 applicants in this year before the new applicants.
