Parental Sponsorship is on hold until January so you won't be able to apply until then - but I would apply pretty quickly as they are only accepting a limited amount of apps.
If they have a valid visitor visa there is nothing stopping them from travelling here.

The parent PR sponsorship will reopen in Jan, 2014 under tighter rules and conditions. One being you must provide proof of income minimum for 3 years with CRA option C as only source of proof. There were will an annual cap of 5000 parent PRs. This is only the main basis conditions. There may be additional conditions that I am not aware of. Best to wait until CIC rollout the parent sponsorship in the new year and see what the actual rules/conditions are.
