I am very tired right now and cannot follow the link in details, but i got a quick look at it, and at the links related to how to apply...etc, it does not say now, who will send the full documents and application to the visa office, is it the CIO !

Majorly,
1. Now there is a cap of 20,000 applications that they will accept annually for FSW (only without arranged employment)
2. Only 2 categories remain in FSW - 1 with arranged employment the other without arranged employment
3. International students and temporary foreign workers are no longer to be processed under FSW, they will now be processed either as CEC or PNP
4. FSW with arranged employment will not have an NOC restriction. With no arranged employment, have only 29 NOC codes left. That doesn't mean 38-29 = 9 NOC codes were removed. More than 9 were removed as some new NOC codes which were not present in the 38 made it to the list this time. One significant addition is 1122. Key professions that were dropped were college and vocational instructors, university professors, financial managers, civil and mechanical engineers as they were applied in heavy numbers and hence had huge backlogs.
5. A maximum of 1000 applications will be processed per NOC code in a year for FSW applications within a year. Processed means that ultimately they could be approved or rejected. Also, given that 29 NOC codes are there in total, it would mean that many NOC codes will ultimately have less than a 1000 that will be picked up for processing and rest will be pushed to next year.
6. Simplified application process will be removed (read no step of CIO Nova Scotia without the supporting documents). There will be one full application made with all supporting documents.
7. All FSW applications will mandatorily need to include IELTS (or equivalent) test results at the time of application. This would be true for native English speakers as well. Everyone will need to submit IELTS results, otherwise application will not be considered.
8. This will not affect cases which have been received by CIO NS before June 26 2010.
9. NOC codes that were dropped - 0111, 0213, 0311, 0632, 0711, 1111, 2113, 2143, 2144, 2145, 3141, 3143, 3151, 4121, 4131, 7213, 7217, 7252, 8221, 9212
10. NOC codes that were added - 0811, 1122, 1233, 2121, 2151, 3113, 3131, 3222, 4151, 4152, 7216
