Hi Garian, this is grim news :-[
Para 5 in your link looks particularly tricky.
Notice there is a cap of 20,000 applicants and of 1000 per NOC category.
With 29 categories it effectively means less than 1000 will be considered.
Where will they draw the line? 500? 999?
Looks like VO discretion will reign supreme.
Or have I got this wrong?

However, when does Buffalo receive your full application package is more important, because that is the time when they actually get to review your application from. For example, if someone submitted his/her full application package on the next day after receiving 1st AOR and someone who submitted it on say the 120th day from the 1st AOR. In the first case, Buffalo would have got roughly 4 months more to review your application and take any action on it, so processing timelines are bound to differ by roughly that much time. Secondly, every case is treated differently and although some timelines may come out to be similar, but there is no guarantee for that.

I believe you have got it right, but the good thing is that we will not be affected by the change. But, looks like grim days for the future applicants.

Hi All -

First of all congratulations to all who have received their PR or are about to get theirs. As I mentioned in my post earlier, my case is very similar to Garian. My second AOR camr on 30th March and the application status shows " Your application was reviewed and we started processing on May 20, 2010". Does this mean that application will be processed by Buffalo office and will not get transferred elsewhere ? Also, how long it takes for the office to make a decision once the processing starts. I am seeing the requests for Medical coming as soon as month of processing start time. Thoughts please..

Oh my god ! what is going on man ! i was working for 13 hours yesterday, and 11 hours today, so i did not have a chance to see the huge change they made ! it looks like they made everything upside down !

I am very tired right now and cannot follow the link in details, but i got a quick look at it, and at the links related to how to apply...etc, it does not say now, who will send the full documents and application to the visa office, is it the CIO !


Anyway, thanks for the information, i hope i can find ta free o have a look at them in details.

No change in status yet. I see It is taking about two months to get a request for Medicals from the date full applications is received at Buffalo. It could be more. I am expecting a response in the first week of July. Hope you get your second AOR soon. :)

Majorly,

1. Now there is a cap of 20,000 applications that they will accept annually for FSW (only without arranged employment)

2. Only 2 categories remain in FSW - 1 with arranged employment the other without arranged employment

3. International students and temporary foreign workers are no longer to be processed under FSW, they will now be processed either as CEC or PNP

4. FSW with arranged employment will not have an NOC restriction. With no arranged employment, have only 29 NOC codes left. That doesn't mean 38-29 = 9 NOC codes were removed. More than 9 were removed as some new NOC codes which were not present in the 38 made it to the list this time. One significant addition is 1122. Key professions that were dropped were college and vocational instructors, university professors, financial managers, civil and mechanical engineers as they were applied in heavy numbers and hence had huge backlogs.

5. A maximum of 1000 applications will be processed per NOC code in a year for FSW applications within a year. Processed means that ultimately they could be approved or rejected. Also, given that 29 NOC codes are there in total, it would mean that many NOC codes will ultimately have less than a 1000 that will be picked up for processing and rest will be pushed to next year.

6. Simplified application process will be removed (read no step of CIO Nova Scotia without the supporting documents). There will be one full application made with all supporting documents.

7. All FSW applications will mandatorily need to include IELTS (or equivalent) test results at the time of application. This would be true for native English speakers as well. Everyone will need to submit IELTS results, otherwise application will not be considered.

8. This will not affect cases which have been received by CIO NS before June 26 2010.

9. NOC codes that were dropped - 0111, 0213, 0311, 0632, 0711, 1111, 2113, 2143, 2144, 2145, 3141, 3143, 3151, 4121, 4131, 7213, 7217, 7252, 8221, 9212

10. NOC codes that were added - 0811, 1122, 1233, 2121, 2151, 3113, 3131, 3222, 4151, 4152, 7216

How about the rest of the process ! they did not mention yet what will be the senario after sending the applications to the CIO ! does that mean the CIO will send the physical application with the supporting documents to the visa office, so that the applicant does not need to do this step !


Another important point, they have not mentioned the procedures conducted by the CIO and the others conducted by the visa office, because the CIO will have the entire supporting documents now, so to which limit are they going to stop the processing of the application and transfer it to the visa office, for example; before or after counting the points, and what will be name of the CIO stage, it is no longer can be called a "pre assessment" based on what i am seeing now ! even the OP 6 is not updated yet to identify the roles between the visa offices and the CIO after the change.

Anyway, good luck to all applicants, the old and the new ones.
