let me know how one can obtain PCC without VO request, as far as i know if you go to Police commisioner office they will ask for writeen request from embassy for which we r asking PCC for.
I think In india it is different from state to state, for ex.. in AP it is not easy to obtain PCC from PO just like that, and if u approach to commisioner Police office they will also take minimum 25 days to complete process.......
Anyway main reason to write is as far as i know u cannot go either to PO or CO and request for PCC unless n until u dont have written request from VO. may be the rules has changed... but it was like that when i applied.......

You know how it works in India . The police people always ask for too many paper work and then try to delay things, just for the sake of! Yes, they may ask for the letter from VO along with the PCC application @ a police office. But as far as the passport office is concerned, it's a fairly simple process and it is very very easy if you have received your new passport(either brand new or renewed).
The procedure is,
1. Download the Form no 2(link: http://passport.gov.in/cpv/miscell.pdf)
2. Fill the same and attach 2 address proofs and submit it in the passport office particular counter in the morning, along with the passport.
3. We can collect the PCCs in the evening along with the passports, as they will have our police verification reports with them already in file.
4. In worst cases, if they do not possess the PV file and it has to come from some other passport office, they will ask for a week or 10 days time and send the same through registered post
5. In case you have changed addresses often in the passports and your passport was not issued in that particular office, then they will take this week's time, else - 1 day
6. The fees for this is INR 300
This is a central government process and hope it is followed throughout India.
