I think they will send a whole bunch of applications to a visa office in one go. Since an application is not a small thing they I think will perhaps arrange a large courier shipment in batches of 100 or so for a visa office. They probably already transfer a lot of file information between CIO and the visa offices and probably have agreements already set up.

I very much doubt they will post the applications individually by Canada post to the visa offices one by one!

Many thanks for the welcome. Some of the other details as you asked are

My city of residence: New Delhi
PCC : Did not send (since I am awaiting FBI police certificate as it is a long process and a PCC from one other country I lived)
Ielts: Originals sent

Anil and others pls tell me why have couple of folks from India got their app back for not sending birth certificate since in India Xth cert is as good as a birth cert. Even CIC recognises that.. isnt it?

but in OP-6 changed as on 4 Aug 2010, it is all right to get an AOR. specially it has been mentioned in 7.1, 7.2, 7.3 chapter.
but in instruction guide EG7 (IMM EG7000) updated (10-2010 as per PDF doc in first page) and did not mention that CIO will send any letter or AOR at this stage.
Just only said, an officer will make a final determination of eligibility. but before that it was stated in EG7, they will notify applicants- i mean AOR.
actually this was the contradiction.

Thanks for the details....... Nope, CIO won't approve Xth certificate / affidavit, ONLY Birth Certificate. Rather they are not even aware of any other document ??? ??? .... hope you have sent BCs......

Yes, that is true. But this bit was updated in 10-2010 only. There is another bit that explains that your application will be processed based on the rules at the time you submitted your application. So the Nov 2010 and subsequent applicants may be processed based on the update.

As already discussed, they might have missed to include that line into the instruction guide :). Also the OP6 is meant for the officers @ CIO and VO to follow. Instruction guide is for us :). They keep changing the procedures and guides to adjust the practical difficulties they start to face, and bear in mind that this is also a new process for CIC in many years to deal with complete initial application packages.

The main change is that they first asked to include the PCCs, then do not include them, and now they made it optional ;).

Now that the AOR rain has started, we are all geared up to celebrate ;) :)

The reason is the CIO is not aware of any country specific documentation, unless they are mentioned otherwise in the VO checklist. They just look for ALL mandatory documents as per the VO checklists. Earlier the school certificates were accepted as the ND VO was the one to do this check and that they are aware of the fact that in India, the school certificates are as good as a birth certificate.

As far as I know, CIC new delhi acknowledges the Xth certificate as a birth certificate. Moreover Visa office insists for Children's birth certificate. Please refer to the specific visa office guide..
