For the rest of us, I believe we have to be more patient. It is winter in Canada and in Canada, it does snow heavily. On days when the snowing is really bad, many workers stay at home and that includes CIC employees. You have to factor in flu etc as well. We should expect a slightly slower pace of processing between now and the end of March. Hopefully it won't be too much.
The process of review before AORs are issued goes through 3 phases.
1. The initial checks when applications are received leading to processing of payment.
2. The eligibility review which leads to issuance of AOR's.
3. The final check before AOR's are actually issued.
The final review is to check if the decision is actually correct. Any application which has queries would be further checked before issuance of AOR. This is why some people with later application reception dates receive their applications before earlier applicants.
With this in mind, if you haven't received your AOR and people who applied after you have received theirs, relax because your AOR will arrive, if there are no problems.
I believe the CIC are already reviewing October applications but the remaining August and September applications are going through final checks.
