We've seen big delays in issuing AORs, maybe CIO have some policy now of not issuing FSW1 AORs until the NOC cap is complete for that NOC? This might explain the delays they've been talking about, and why they feel it may take UP TO 8 months.
It would be pretty unfair if this is how they are doing it. People in NOCs which are not filling up may have to wait a LONNGGG time to find out if they passed the eligibility review.
But anyway let's see what details Canadaforall is able to give us. If my little theory is correct we should be seeing a lot of NOC 1122 AORs and rejections soon.

The main question in my mind is, why would an application submitted on Sept. 30 get an AOR ahead of all the rest?
Some other questions may be, what company did this person work for or what is his specific work experience, that would place his application ahead of the rest.
Other questions would be, what country did he apply from and where did he receive his AOR?
Come on Canadaforall, you can't drop a bombshell and just leave us hanging here!
