Regarding the 33 weeks...
Immigration Canada processed 40,735 applications of Skilled workers in 2009. In my very unscientific way, going through these forums, I have noticed those people in 2009 have obtained their landing visas in about 12 months.

Hypothetically speaking, if 9 NOCs reach 1000, we have 9000 applications. If we assume that in the other 20 NOCs they will only get 250 applications per NOC, that is another 5,000 people.
The 5000 number is actually being generous, here is why: From June 28 to Oct 28 is 4 months, one third of the year is gone. So let's take the biggest number from our 20 NOCs. Social Workers are 73 right now, multiply that by 3 and you will have 219 for the year.
So you see 9000 in our first NOC group, plus 5000 (which mathematically we proved to be very generous) in our second NOC group, gives us a total of 14,000 applications.
They processed 40,735 applications in 2009, and it took them on average 12 months. This year they will have 14,000 (my estimation), this is less than half what they processed last year. Why should there be a delay for processing our applications?
The only way our applications could take 33 weeks is either they will start processing the backlog applications before us (something they have said they are not doing) OR they are going to sit on our applications and twiddle their thumbs! My conclusion, 33 weeks is nonsense.
