OK I agree but why do you say it only in regards to the London VO?
The lack of logic in the order of processing of the applications applies to all VOs.
And if there is logic in the order in which the applications are processed in the VOs then we can't understand it simply because we don't have the details of the forum members.
Let's ask the people who have already received visas if they are married and with how many children if any.
Other useful info would be if they have lived in only one country hence needed only one police clearance.
Then let them tell us if they had only 1 employer or 10 for example which will mean respectively 1 or 10 references needed to be checked by the Visa Officer.
