Indeed it is very rare that anyone will be refused a visa after medical requests - like 1 in a 1000.Advance123 said:There will be some awkward cases and this guy probably falls into that category.
If your additional information or interview brings up issues, you may still be refused.
Majority of people won't have such problems.
However, if they are refused, I do not believe CIC will charge them a right of permanent residence fee. If the fee has been paid at that point I believe they will issue a full refund. However, obviously they will keep the processing fee.
