My application package was recieved at Nova scotia today.

Can anybody tell me by when i will get first confirmation letter? will it be thru email or post?

I wonder if they have outsourced the job of background verification and is there any documented case of visa being rejected after passports are sent and RPRF encashed.

Very valid question. I haven't come across one yet. I'm pretty sure they outsource verification - just a gut feeling, although people say they've received calls from the VO.

There's another point of discussion here: The RPRF is non refundable. Ethically or otherwise, would they cash in someone's draft even if the application was under scrutiny? Label it as processing charges? Coz they do not process applications further, should one not include the draft for RPRF.

Tone of voice cannot be heard in writing, but had I been speaking, you would have heard that I was not questioning your judgement but rather pleading your understanding. There are many ways to interpret written words and I ask that you consider the better interpretation rather than any aggressive or confrontational one. It is never meant in that way.
You are right in some ways to suggest I am desperate - indeed I am desperate to be back with my dear husband and he with me and that implies no weakness for me. In all our 17 years of marriage we have been apart for a fortnight at most until we embarked on this process. Had we the money to risk it, I would have gone with him but unfortunately we do not have that luxury. I know we are not the only ones who are struggling and who have made difficult choices and sacrifices.
I beg you to consider that harsh words from strangers only make people who are already sad even sadder.

I do not set out to make anyone sad especially someone I've never met. If I had met with you I may have found good reasons to make you sad but clearly I have not.

I asked Qorax this question too ... he thinks (especially NDVO) keeps carrying on these checks thru Meds, cashing RPRF and PPR.

Thats really scary.

My understanding, and this is confirmed in one of Qorax's own posts are that there are 2 parts to the "Background checks":

Part 1 - Document checks, which happen when you go "In Process", before medical requests are issued. This is being convinced of authenticity of work experience documents, and contacting employers if necessary, and also confirming authenticity of proof of funding, educational documents, birth certificates etc (they use third party companies to perform some of these checks).

Part 2 - Security checks, which happen AFTER medical results are received - and involve background security checks via a number of different agencies.

So when Qorax is saying that background checks are ongoing after you receive medical requests, I think he means Part 2?

We've done our medicals today! :

They will send the results next week to VO Vienna... I hope we'll get passport request soon...

Our medical results reached CHC London last Thursday, but we STILL can't send our RPRF + docs off cos we haven't received these stupid PCC certificates! Hoping they get here by the end of this week.

They ask for RPRF after background checks and during processing. Once you are in process you can only be refused based on medical or criminal inadmissibility at which point all moneys paid are not refundable.

Once guy had PPR and was refused because after an interview they did not believe he was married to his wife.

So they CAN refuse you at any point leading up to the issue of the visa in the passport.

However, in the very unlikely event that you are refused after RPRF request, I believe you receive a full refund of the RPRF. The initial processing fees, however, are not refunded.

They CANNOT charge you a right of permanent residence fee without granting you permanent residence!

Missed that post! When you put it that way, it makes sense. guess that makes even more sense in my case as I've submitted PCCs from 5 countries!

There will be some awkward cases and this guy probably falls into that category.

If your additional information or interview brings up issues, you may still be refused.

Majority of people won't have such problems.

Once PCCs have been submitted, what, in your opinion, manner of background checks are carried out by the CHC? Checking the authenticity of the documents or a communication with local law enforcement? All this of course, i fully understand, is best guessed speculation!

I believe when they request MR/PPR/RPRF/PCC, the only things that remain to be checked/confirmed would (and should) be the content of these requested documents.

Going by how conservative they are in their communication, I don't expect them to request these documents unless they are pretty sure upto that point about the authenticity of the applicant and the provided documents.

Well, I don't understand when you say they have a backlog at visa issue stage......If they determine that they are going to issue the visa to a particular applicant, how long would (and should) it take for them to stamp the visa??.........

A fact: ND VO had 344 employees in 2003 and it could only have increased since then. I can only wonder what their daily routine is?

Their way of working (and reasons for it), though may be genuine, is beyond my understanding.

I do wonder myself.

I guess they wait for your medicals and other stuff they have requested. Once they get these and have them checked, they issue visas.

Unfortunately they have a backlog at visa issue stage as well which may explain the delay.

Note, some people's passports did not spend that long at VO before being stamped.

ecas is rubbish. It is not for us but for applications made within Canada.

It does not always reflect the true picture of your application.

For countries like the UK, they do nothing. The PCC is accepted as it is. For some other countries where they believe documents can be faked, they may contact the authorities. They do verify PCCs from some countries with international criminal databases etc.
