You may ask reputable courier companies like DHL in Tehran.
This shows that the eCAS is really unreliable!

Hello all admins of tracker,
I have some suggestions for more easy tracking, If most of forum members agree with that then implement it.
-> Freeze the column up to application received by CIO date.
-> As most of the members on tracking got their PER, I think mode of payment and date of payment is no more of importance so move it to last column.
-> Instead of payment mode and date of payment column, put ECAS Status column and ECAS last update date column

Once again its just my suggestion.

As you say I think 2nd eligibility review is nowhere near as thorough as CIO's - it is IMO a "quick check" against 67 points and duties to ensure CIO made no big errors.

So do people think that we're safely through the 2nd eligibility review once we go "In Process" with "we started processing on XYZ" on ECAS?

Absolutely; once our status is "In process", we have passed 2nd eligibility review.
By the way, It is solely Singaopre VO which clearly states in 2nd AOR that they will do 2nd eligibility review thing.
In addition, when our(singapore VO applicants) status changes to In process there is an additional line "We have reviewed your application" with the line "we started processing on XYZ" on ECAS

According my experience DHL is faster than TNT ...atleast for Iran I think DHL is faster ....

Nope.
They my application from March 29th. Probably received at least a week early (~ March 20th -25th) and reviewed.
But I don't receive anything yet. No 2nd AOR, nothing.
No one else is there form Tokyo VO to compare the timeline.
I guess just need to wait.
