Wayne, Just eyeballing the spreadsheet, it doesn't appear that there are more post 26 june applicants at Buffalo than Delhi or Manila. Moreover, the applicants have applied for in-demand occupations, so they should be processed more or less equally at all the Visa offices. If the buffalo applicants get their cases done in sept to december (which appears to be the projected timeline), these occupations may not remain in demand unless CIC has come up with the occupation list based on some kind of projections.
I am also not sure why the process of shifting from CAIPS to GCMS is taking that long only at buffalo but not any other VO (may be except london and Damascus). Also, CIC should have made a point to shift to this new GCMS system at the same time. There is no doubt that indians are good with softwares
, so may be Delhi was the first one to adopt it. I also think the good work culture is moving from West to east now and the people are getting more efficient in east. That is what i am noticing in US, though not sure about it in Canada....lol
