Your visa office can either be your country of origin or your current country of residence. If you intend to return to India (I assume India is your country of origin?) then you can argue that since this is your place of residence and country of origin that it would make sense for your application to be transferred there.ira.s said:Dear Forum Mates

But generally CIC want a very good reason for the transfer. They could argue that unless they require you to attend an interview (which you can probably do at your local VO without needing to transfer the file) that your application can continue to be handled by Buffalo.
They are probably very aware of the speed difference between Buffalo and New Delhi and are probably wary of people wanting to change visa offices in an attempt to speed up their application process.
