What is the proceedure to pay RPRF (Right of Permenant Residence Fees?). should the DD be in the name of 'Receiver General for Canada' itself?

I have not reached to this stage for paying this fees.. still it is my doubt..please share..

She said in English "I am calling from Canadian High Commission, New Delhi and I want talk regarding your PR apllication". After going home I found that she also called my home and spoke in Hindi with my mother. She inquired about my relation to the receiver (my mother) and asked where I work? Hope this helps.
