Application return -Regulation 10 of IRPA not met + CPR comment

Hi All,
I received my application today, with comment that "As your application does not meet the requirements for Regulation 10 of IRPA, it is incomplete. It is being returned, Your application fee was not processed" + CPR written in Question#4 in generic application

1. In Generic Application form for Canada: Question#4("Immigration Office requested for the processing of your application" ): Initial I had written "Ottawa, Canada", but CEC officer have strike that and have written "CPR". Can you please tell me, if I should just update with Case processing pilot-Ottawa (CPP-O) and send it?
2. CEC Officer opened my CELPIP English, do I have to send a new sealed CELPIP letter again :( Please advice

I am planning to send my application with online paid receipt now, but can anyone please advice me, should I send a new generic form, Question #4 as CPP-O or just send the application as it is with letter explaining the new payment option and why CELPIP letter is open now.

Please advice.

1. Yes, update it to CPP-O(assuming you are eligible to select this visa office to process your application). "Ottawa, Canada" is not a visa office.

2. No. It was sealed when they received it, they opened it and probably put a mark/comment on it.

You can correct the same form(for question 4) or submit a new form - your choice.
If you choose a new payment option, submit the online receipt with the application. No need to explain the CELPIP test being opened. Make sure you include the form that talks about the Regulation 10 of IRPA as pertains to question 4 with your application.

This is strange...CEC applications are supposed to be processed at CPP-Ottawa irrespective of what you have included as visa office in generic application form.

Make sure there is nothing else missing and read the immigration officer's comments carefully before re-submitting the application.

That is incorrect. An applicant can choose a visa office in their home country or country of residence(where they have been legally admitted for 1 year).
Another officer could have overlooked it and understood he meant "CPP-Ottawa" but since all officers aren't the same, it is important to write the correct name of the visa office.

Any applications being made within Canada are going to Ottawa - irrespective of what vo has been selected.

I put the wrong visa office too and the officer crossed it out and wrote CPR...i still dont know what it means, but i think its ottawa.
my application hasnt been returned to me so far (and hope they wont). im an april 2013 applicant.

can u let us know what was missing in your application?

Hi Kaytea....If your application wasn't returned then how do you know that the officer crossed it out and wrote CPR!!!!

I ordered gcms notes, i accidentally requested for the paper one instead of the digital one, so i got back a copy of my application with vo's ticks and couple of corrections. i ordered the gcms again this month, this time the digital one, and then i can have more insights maybe.

This is strange, one of my friends wrote CIO Sydney and he still go an AOR. Not sure why the VO will not just understand it and move it ahead rather than wasting the applicant's time. Depends on the VO I guess.

The OP didn't say this was the only reason the application was returned. Something else must have been missing.

From what I know, CPR gets written on every application. I think it means Central Processing Region, or something like that. Essentially, it means your application will go to CPP-Ottawa. I wrote CPP-Ottawa, and it was crossed out and the VO wrote CPR instead. That's definitely not why this particular application was returned.
