I applied same as your job category. Before I applied, I did a lot of searching for comparing 4217 vs 4154. Job duties that described at NOC code, is almost same, so it made me confuse as you did. Meanwhile, I found that 4217 and 4154 were different at requirements such as educational degree.

This is 4217's Employment requirements
- Requirements range from completion of secondary school education to a university undergraduate degree, depending on the particular occupation and religion.
- There may be other employment requirements depending on the particular occupation and religion.
However, 4154's Employment requirements is different as below
- Educational requirements vary, depending on the religion, and range from the completion of a college or other program in religious studies to a master's of divinity degree.
- A period of study with a senior minister is usually required.
I believe this is big different between 4154 and 4217. I assumed that you may have master degree or you have a lot of experience in religious field.
If it makes you more frustrated, I am sorry again. I want to make you more clear and help you. I am also waiting result for my application. My GCMS note said that my VO noted on my eligibility section wrote down "recommend passed".
