You cannot send passport through courier from Canada to India. Only 2 options exist:

1. Go to India and submit passport to consulate.
2. Someone has to travel from Canada to India with your passport with a letter of authorization saying you are allowing the person to take your passport for submission. Again, after visa is obtained, someone has to carry it back to Canada to you.

First option is safer because in second option, it is risky to be in a foreign country without your passport in hand. NDVO sometimes takes so long to return passport, that it gets too long.
Also, if you are called for an interview, then you will have to request passport again from NDVO, then go to India and then go for interview. Its not worth the headache....IMHO...
