Did you contact CIC? have they sent you any email?

I called many times and cic agent asked me "when did I apply" then he said that normal processing time is 18 months and he can't do anything at this stage.

Don't know what question should I ask so that they can open my file?

It's the matter of luck. I would ask in this way: "I got DM 30 days ago but not received any email. Would you please check if I have missed any email?"

Today, I called Service canada about SIN Card.

They told me I cannot apply for new SIN number until I receive PR Card as I am
living in canada since more than 90 days ?

You can change your SIN number. You didn't have to call them. Just go. You can directly go to Service Canada office. May be the person to whom you encountered with does not know.

After Landing you are a permanent residence of Canada. They must change your SIN number, because your status has been changed.
I changed my SIN number without any problem a day after landing with my COPR.
