There's no right answer to your question. Depends on when the cap is reached and how many applicants there are.

I think the new Capacity of PhD Stream will be reset on May, unless they cancelled this stream.
According to the tracker, it is between 18 to 25 months.
So quebec applicants got their email from officer to prove they are leaving quebec after the whole processing time for the application (now 18-25 months, before around 1 year) and right before the officer was going to decide to give them PR ? This is Extremely critical to me, I would appreciate it if anyone could answer this.

Also what do you mean they cancel the stream? are they going to discontinue this stream?

Hi everybody!

My PR journey has finally come to an end. Last Sunday I did my "landing" successfully and will now await the PR card by mail.
We went down to US through the Queenston-Lewiston bordercrossing. The US immigration asked me if I was going to turn around or actually enter the US.
Since we had plans to go to Niagara, NY, I proceeded through the border. They took the usual fingerprints, photo for US entry. My partner had a Canadian passport, nothing was asked. On the way back we took the Rainbow bridge.
The lineup at the building where the landing is processed was big and had a wait time of more than 2.5 hours. Some were waiting for more than 4 hours.I was just asked for a proof of funds and nothing else. The actual work/signing of COPR took less than 5 min.

This forum and the experiences shared by the members had been incredibly helpful for me to realise this PR. I can't thank enough for their generosity of time to help others! Please feel free to message me in case you have questions regarding my experience so far.

that's right but I need to know would it be like months or a few weeks? what happened last year?any idea how long after last year's cap was reached did they begin the new round?

Guys, in document checklist for federal skilled worker applicants (including phd students) there is a "canadian educational credintial or educational creditial assesment report (ECA)". my degrees are from out side canada, do I have to get this approval ? does this at all apply to us PHD students too? if so how should I proceed to get this approval?

Yes, one must submit ECA report prepared by the designated agency, to be eligible for FSW. There are several agencies that prepare ECA, refer the FSW guide for the list. Each of these agencies have there own procedure and processing fees.
