I think this is the case as well. Some applicants have been found to be eligible, but no medical yet, and my guess is that they got stuck because their RCMP screening is taking longer than expected. When they just completely give up searching for your information (or if there are too many people with the name having criminal records), that is probably when they finally ask you to do finger-print.
It only takes like two weeks to get your PCC, so it's probably not so bad an idea to do finger-print based RCMP PCC before applying anyway, especially if your name is a common name in Canada (like John Smith or something).

Some people theorize that there are two different branches of officers, working on applications from first third and second third of the year, though it seems to me that they still seem to choose to honor the due dates, so even though they heard early from Ottawa, they probably just checked the documents submitted, then attach them (if no problem) to the corresponding files.
This is evidently the case with a lot of May, June and July 2012 applicants, some of them heard back from Ottawa much earlier than late Feb and early March applicants, though none has gotten medical request (whereas a lot of late Feb and early March applicants already got their MR, despite getting document request much much later). Try ordering your CAIPS to see whether they have finished selection factor assessment. It would be curious
