So I got another request from CIC just two hours after I received the POF request. I am C/Pasted the email. Now I am not sure if it is the criminal record check from Canada OR other countries that I have lived in (In my case, India, US and Thailand). Any suggestion will be greatly appreciated. And they have given me 3 months instead to regular to months to provide these documents

I guess this is police clearance from Canada. I am not sure but I think RCMP checks the name of PA and if there is no record, they are ok, but once there is a similar name in their record, they will ask for fingerprints to check a full criminal record.

Do we have any applicant who received file number from CIO in may and got any negative or positive result from CPP? Actually, when I check the status online still it shows that we received your application in may 15 2012 and nothing else! Although I received document request in February including CV and new police certificate and submitted it immediately. Do you think that they have started processing of my file?

I would not expect anything before may 15.

I think this is the case as well. Some applicants have been found to be eligible, but no medical yet, and my guess is that they got stuck because their RCMP screening is taking longer than expected. When they just completely give up searching for your information (or if there are too many people with the name having criminal records), that is probably when they finally ask you to do finger-print.

It only takes like two weeks to get your PCC, so it's probably not so bad an idea to do finger-print based RCMP PCC before applying anyway, especially if your name is a common name in Canada (like John Smith or something).

Some people theorize that there are two different branches of officers, working on applications from first third and second third of the year, though it seems to me that they still seem to choose to honor the due dates, so even though they heard early from Ottawa, they probably just checked the documents submitted, then attach them (if no problem) to the corresponding files.

This is evidently the case with a lot of May, June and July 2012 applicants, some of them heard back from Ottawa much earlier than late Feb and early March applicants, though none has gotten medical request (whereas a lot of late Feb and early March applicants already got their MR, despite getting document request much much later). Try ordering your CAIPS to see whether they have finished selection factor assessment. It would be curious :)

You should re-apply for the form. It is stated on the checklist, though, that you do not need to re-submit original IELTS anymore, but I've heard stories where people got their applications returned precisely because of this reason, despite the fact they were doing re-application :(

You can probably do is write a long cover letter, explaining that they already have your valid score card, and according to the checklist, you need not submit no more if they already have it, but IMO the best is to re-apply for the form, then send the original along with the applications. Hopefully this won't delay your applying too much (it can take three weeks just to get the score card from them).


EDIT: the official position of CIC is that you do NOT have to re-submit the original, just the copy is enough

Applicants are permitted to submit a copy of their language test results with a new application only if the original test results were submitted with a previous Federal Skilled Worker application and were not returned to the applicant. All copies of language test results must be accompanied by a photocopy of the refusal letter from CIC and an explanation that CIC retained and currently holds the original.
But make sure you include at least a copy of your score card, and write an explanation (on the front, maybe, with big letter) that they are in possession of your IELTS score card. I'm still of the opinion that you should try your best to obtain the original, unless if it will significantly delay submitting your application.
