Depends upon VO to interpret ??
One need not have to obtain educational credential, the program needs to be completed. I'm not sure exactly how that can work (completing a program without obtaining educational credential or a degree)...

As TyrusX mentioned earlier it is better not to depend upon these 5pt towards the total score of 67

No doubt about it. Not a single applicant that has had to rely on these 5 points has received positive decision so far. I don't believe it's fair, and it's frustrating, but what can we do...

Based on a review of the information you have provided, your application has received a positive determination of eligibility to be processed on the basis of your enrollment in, or completion of, a PhD program as specified in the Instructions issued by the Minister of Citizenship, Immigration and Multiculturalism and published in the Canada Gazette on November 5, 2011. However a final decision on your eligibility to be selected as a federal skilled worker will be made by a visa office.

I became very anxious these days...wondering what happened to applications in late Feb till April 2012...I need to make some big decisions recently, but this whole PR application and the uncertainties associated with it just made everything so complicated...And I cannot make any final decision at all...

Thanks! yes I was surprised. Given the recent trend, it seems that they are indeed processing things faster these days.

I think I got bad luck because I was refused just as a result of not listing detailed information (working hours and duties) on the working experience letter.
I think they should ask for a detailed letter (for some lucky guys) instead of direct refusal, but, whatever, just bad luck for me.

I would like share the above to help others. Please please ask the staff in you department to list all the required information before they issue the official letter. I thought they should be familiar with this but I was proved wrong.

BTW, if there are any other people have similar experience like me. If so, can you tell how to deal with this.

Were you refused at the Sydney level? Several people either did not get past Sydney or got asked to provide more detailed word experience letter. Usually you won't even get Sydney PER without complete reference letters. Anyway, did you try reapplying now? Make sure that everything is complete so they won't have any more excuses for rejection.

I request my new GCMS notes today. Let's see what will happen in 4 weeks. I'll be going to Brazil in the end of March for 2 weeks. I am actually hoping the take some time to process things now.
