One guy got a document request around July last year (crazyleader), then got rejected just a month ago because the officer wasn't convinced he would not settle at Quebec. It's hard to say, but it's probably better if you can somehow qualify under a different stream. proving that you dont settle in Quebec should be not hard. If you dont know french then you can not apply for CSQ which is a requirement for job in Quebec, so you simply cant get a job in Quebec becasue you dont know french. right?! so your only option would be to work in other provinces. Does this sound right?!
You basically need to prove that you will be able to graduate and hold a job in another province. If they think you will stay there they will reject you. Does your friend have enough money this time? I wonder though why he would be in such a hurry to reapply, knowing that he would almost definitely be asked for the bank statement history again. They were probably already really familiar with his case, so they could skip the majority of work experience validation process, and jump straight to proof of funds (since they probably have confirmed his eligibility in minimum requirements and selection factor). Maybe your friend can wait until two months, while trying to put some funds into his/her account gradually to reach the minimum.
I have extended my study permit only once before. They had given me three additional months than what I asked for. I think it is pretty typical to give a two-three month additional on top of what your expected date of completion is. Point being, they give you the extra time to wrap up & apply for work permit if you have to (that is my guess).
