In my opinion (which is not an expert's opinion), I would say that they did not consider the additional documents you sent them back on June. The rejection letter sounded weird though:
Why would the reference letter be dated November 22 2012? Did you send anything to them back in November? Or was it supposedly November 2011? If that was the case, as you mentioned, I do not think they have considered the letter you sent back on June (since they explicitly mentioned that the your reference letter was dated November '11, and not June '12; if they had considered your June 2012 letter, and made decision based on this, they would have mentioned it in the rejection email). Because based on that letter, I really don't see how it wouldn't match the "leading statement" of NOC 4012 (or NOC 4122 as they mentioned). I don't understand, however, why they said they did consider it.
