If you read the new immigration changes for 2013 carefully (http://gazette.gc.ca/rp-pr/p1/2012/2012-08-18/html/reg2-eng.html), you will see that they mention it cor Canadian Experience Class only.
"(3) Paragraph 87.1(3)(a) of the Regulations is replaced by the following:
(a) any period of employment during which the foreign national was engaged in full-time study shall not be included in calculating a period of work experience;"
Note that this text is referring to rules of Canadian Experience Class only, and not Federal Skilled Worker program.

Actually it makes sense that for CEC class, they want work experience to be full time work experience, while applicant is not studying full-time, as this CEC class only looks at education and experience.
