You will get it soon. Currently CIO is issuing PER for the last days of September applicants. I know you applied on Sep. 8th but due to some mistakes, they put your application one month later. Don't worry. You will get it soon.

It is usually after PER and before MR. However in some cases ECAS were updated when MR was received.

In case of CPC-O, second line appears before RPRF/PCC email. For me it showed up several hours before the actual email hit the inbox.

when did your file arrive at CIO sydney?

Actually my application was returned as I did not send my certificates/transcripts along with WES ECA report. I have re send it and was received on December, 05.
