Actually, I think they perform background check before sending medical request. PCC is a part of the background check and PCC request before MR seems more logical to me. Normally, we would get 2nd AOR (acknowledgement of receipt) after PER, but apparently, it would not be the case, at least, not for PhD stream applicants who sent their applications to Ottawa (Buffalo). So, if you didn't include bank statement or PCC with your application, then Ottawa would probably send you a request for these documents, otherwise, most likely it would skip straight to medical (such as what had already happened with jessiezz and ejamal). Yeah, I suppose it makes sense, even though I've heard people getting their applications the other way around.
